Mission

The mission of the Sheriff's Office Emergency Management Division is to minimize loss of life and personal injury, damage to property and the environment from man-made or natural disasters through mitigation, preparedness, response, and recovery in accordance with the Columbia County Comprehensive Emergency Division also coordinates the activities for the County's Emergency Operations Center.

Staff
The Emergency Management Division is comprised of:  Emergency Management Director William Black, Deputy Director Paul D'Onofrio, Deputy Director Henry Swartz, Emergency Management Liaison Lt. Thomas Lanphear and Management Assistant Ellie Esselstyn.



Director William Black
Director William Black began his career with Columbia Emergency management in 2002 as a Deputy Director.  In 2003, he was promoted to Director by Chairman of the Board of Supervisors, Gerald Simons.

Director Black is responsible for operation of the Columbia County Emergency Operations Center located at Columbia County Public Safety Building in Hudson, N.Y.  In addition, he is responsible for coordination between the new York State Office of Emergency Management (NYSOEM) and Columbia County, Town Villages, City of Hudson and school districts.

Director Black is also responsible for overseeing Emergency Services grants for Columbia County Homeland Security, Law Enforcement prevention and training, Emergency Management planning and Local Emergency Management Planning Committee.  He was also involved in implementing the Columbia County Safe Schools Committee, of which he is still a member.

Mr. Black is a 35 year+ member of the Lebanon Valley Protective Association in New Lebanon, where he is a past Chief and Assistant Chief.  He has also completed numerous Fire service training courses and is also a member of the Columbia County Hazardous Materials Team.

Mr. Black is a lifelong resident of the Town of New Lebanon and with his wife Penny, have a son David and daughter Katelyn. 


Deputy Director Henry Swartz
Deputy Director Henry Swartz started with Columbia County Emergency Management in June 2012.

Deputy Director Swartz is responsible for assisting in the operation of the Columbia County Emergency Operations Center located at the Columbia County Public Safety Building in Hudson, NY.

Deputy Director Swartz is a 35 year member of the Niverville Fire Department, where he is a past Chief.  He has also been a past President of the Columbia County Volunteer Firefighters Association and the Columbia County Fire Chiefs Association.  Deputy Director Swartz also serves on the County's Traffic Safety Board and the County's Cause and Origin Team.

Mr. Swartz has lived in the Town of Chatham for 34 years with his wife Tammy, daughter Amanda and son-in-law Mike.
