Captain John W. Davi
Corrections Division Commander
Chief Correction Officer
John Davi began his career with the Columbia County Sheriff’s Office when appointed a Correction Officer in
1986. He was soon promoted to the position of Correction Sergeant and in 1991 he was appointed to the
rank of Lieutenant, (Asst. Chief Correction Officer). In 2003 he was appointed to the position of Chief
Correction Officer.
Captain Davi has received training in the areas of corrections and law enforcement. He is currently certified
as a general corrections instructor, with specialties in suicide prevention, chemical agents, infectious
disease, and gang prevention. He has instructed at in-service trainings, the Zone 14 Law Enforcement
Academy, and has taught various Corrections trainees around the state. Captain Davi is a current member
of the New York State County Correctional Instructors Association, and the East Coast Gang Investigators
Association. He also sits on the Columbia County Forensic Task Force, the newly formed Juvenile Crime
Prevention Coalition, and has been a board member of the Questar III Law Enforcement program for the
past 10 years.
During his career with the Sheriff’s Office, Capt. Davi has received several awards and commendations
including the Sheriff’s Exceptional Duty Award, Unit Citation Award, and the Lifesaving Award for his part in
saving an inmate who was hanging in his cell.
Captain Davi is an active member of the Greenport Fire Department, has been a board member and coach
for the Hudson Little League and Columbia County Pop Warner Football. He resides in Greenport with his
wife Barbara and their two sons.
Lieutenant Thomas H. Lanphear Jr.
Assistant Chief Correction Officer
Director of Information Technology
Lt. Lanphear began his career in August 1990 as a Corrections Officer and was appointed to Sergeant and
Network Administrator for the Sheriff’s Office computer system in 2001. In March 2003, Lt. Lanphear was
appointed to the rank of Lieutenant and served as Assistant Chief Correction Officer. In addition to
handling inmate grievances, supervising corrections staff, and assisting the Chief Corrections Officer with
the daily operations of the Correctional Facility, he was given the added duties of administering the
computer and technology networks of county agencies such as County 911, District Attorney’s Office,
Probation Department and Emergency Management.
In 2006, Lt. Lanphear was appointed by Sheriff David Harrison, Jr. to the new post of Director of Information
Technology. Lt. Lanphear began maintaining the public safety Computer Network as a full time
commitment, including the Public Safety Facility phone system, cellular phones, pagers, and all other
technology related services.
Lt. Lanphear is the Sheriff’s Office Terminal Agency Coordinator for the New York State Police Information
Network, E-Justice Program, the VINE Coordinator, and assists with developing and maintaining the Sheriff’s
Office Web Site.
Lt. Lanphear is the correctional facility’s Inmate Grievance Coordinator and assists as needed with daily
operations of the correctional facility. He is currently certified by NYS Commission of Corrections and
Division of Criminal Justice Services as a general topics instructor with specialties in Inmate Classification
and the Facilitators Course. Lt. Lanphear has instructed at in-service training, the Zone 14 Law
Enforcement Academy, and has taught Corrections Basic Training. He is a member of the American
Correctional Association, New York State County Correctional Instructors Association, as well as a Notary
Public.
Lt. Lanphear has received many commendations and awards including the Exceptional Duty Award. Lt
Lanphear has one daughter Alix and resides with his wife Rebecca in Chatham.
Lieutenant James Edgeworth
Assistant Chief Correction Officer
Lt Edgeworth has been with the Sheriff’s Office since 1986 when he began as a Correction Officer. He has
also held the positions of Corrections Sergeant and Master Sergeant. He has served on and is one of the
founding members of Corrections CERT Team and served in the position of Assistant Team Leader. His
current duties as Assistant Chief Correction Officer includes the management, supervision and daily
operation of the Correctional Facility. Lt. Edgeworth also routinely oversees inmate services such as
commissary, telephones, inmate funds and time certifications. He is one of two Assistant Chief Correction
Officers and manages the facility when the CCO is not present.
Lieutenant Edgeworth has received training in several aspects of corrections and law enforcement and is
certified by the NYS Commission of Correction in the use of Chemical Agents. He has received various
certificates of appreciation and awards during his career including the Sheriff’s Office Grand Cordon
Special Unit Citation for his part in training and instituting the newest version of inmate supervision
recommended by the NYS Commission of Corrections.
Lieutenant Edgeworth resides in Claverack with his wife Michelle and two daughters.
