Captain Lanphear began his career in August 1990 as a Corrections Officer and was appointed to Sergeant and Network
Administrator for the Sheriff’s Office computer system in 2001. In March 2003, Captain Lanphear was
appointed to the rank of Lieutenant and served as Assistant Chief Correction Officer. In 2006 he was appointed as the
Director of Information Technology by then Sheriff David W. Harrison Jr. In January 2014 he was appointed by Sheriff David
Bartlett to the rank of Captain and the position of Chief Corrections Officer.
He also continues with the added duties of Director of Information Technology by administering the computer and technology
requirements of county agencies such as County 911, District Attorney’s Office, Probation Department, Emergency
Management, Fire Coordinator, Emergency Medical Services and County Coroner. He is also the liaison between the Sheriff’s
Office and Emergency Management Office assisting with the daily operations.
Captain Lanphear oversees the daily operations of the correctional facility and administers an annual budget of approximately
$4.3 million dollars and a staff of approximately 70 corrections staff, including corrections officers, food service and medical
He is currently certified by NYS Commission of Corrections and Division of Criminal Justice Services as a general topics
instructor with specialties in Inmate Classification and the Facilitators Course. Captain Lanphear has instructed at in-service
training, the Zone 14 Law Enforcement Academy, and has taught Corrections Basic Training. He is a member of the American
Correctional Association, New York State County Correctional Instructors Association, as well as a Notary Public.
Captain Lanphear has received many commendations and awards including the Exceptional Duty Award and was awarded the
NYS Sheriff’s Association VINE (Victim Information Notification Everyday) Coordinator of the Year in 2009. Captain Lanphear
currently resides in Stottville with his wife Rebecca and has one daughter Alix, two step-daughters Amanda and Kayla
LaValley and three grandchildren, Trinity, Abby, and Kaden.
Lieutenant James Edgeworth
Assistant Chief Correction Officer
Lt Edgeworth has been with the Sheriff’s Office since 1986 when he began as a Correction Officer. He has also held the positions
of Corrections Sergeant and Master Sergeant. He has served on and is one of the founding members of Corrections CERT Team
and served in the position of Assistant Team Leader. His current duties as Assistant Chief Correction Officer includes the
management, supervision and daily operation of the Correctional Facility. Lt. Edgeworth also routinely oversees inmate services
such as commissary, telephones, inmate funds and time certifications. He is one of two Assistant Chief Correction Officers and
manages the facility when the CCO is not present.
Lieutenant Edgeworth has received training in several aspects of corrections and law enforcement and is certified by the NYS
Commission of Correction in the use of Chemical Agents. He has received various certificates of appreciation and awards during
his career including the Sheriff’s Office Grand Cordon Special Unit Citation for his part in training and instituting the newest
version of inmate supervision recommended by the NYS Commission of Corrections.
Lieutenant Edgeworth resides in Claverack with his wife Michelle and two daughters.

Assistant Chief Correction Officer
Lt Hilscher attended primary and secondary schools in the Hudson City School District, graduating with an advanced regents
degree in 1982 from Hudson High School. He has since obtained an Associates Degree in Math Science from Columbia Greene
Lt. Hilscher started with the Sheriff's Office in 1991 as a Corrections Officer. In December 2000 he was promoted to shift
Supervisor with the rank of Sergeant. Most recently, in 2014, he was promoted to Assistant Chief Corrections Officer with the
Rank of Lieutenant by the current sheriff, Sheriff David Bartlett, where he oversees the daily activities of the county’s correctional
Lt Hilscher is a DCJS certified law enforcement instructor for general topics and has attended many additional trainings pertinent
to the advancement and understanding of his job duties as an Assistant Jail Administrator.
He is a 29 year member of the Taghkanic Volunteer Fire Company, having held the rank of Lieutenant, Secretary, Vice
President, President and also Fire Chief, which he held for 22 consecutive years. During his tenure as Chief he attended
numerous OFPC certified specialized trainings courses and has national certification as a Fire Fighter I and as a Firefighter II .
He is a past two term member of the Taghkanic Town Board where he was an integral part in the future planning of the town as
well as it’s monthly management . Lt Hilscher currently resides in the Town of Taghkanic and has two grown children.
