SHERIFF'S LIEUTENANT NAMED
NEW YORK STATE VINE COORDINATOR FOR 2009

Sheriff David Harrison, Jr. announces that on February 24, 2010 at the New York State Sheriff’s Association Winter
Training Conference at the Desmond Hotel in Albany, NY, a member of the Columbia County Sheriff’s Office was
honored with a statewide award.
Sheriff’s Office Lieutenant Thomas Lanphear was named the “New York Sheriff’s 2009 VINE Coordinator the Year” by
the NYS Sheriff’s Association Institute and NYS Sheriff’s Victim Advisory Board.
Honored at a luncheon with Sheriffs from throughout New York State during the training conference, Lieutenant
Lanphear was presented with a plaque by NYS Sheriff’s Association Institute Board Chairman, Yates County Sheriff
Ronald Spike and Chairman of the NY Sheriff’s Victim Advisory Board, Thomas Goldrick.
Lieutenant Lanphear was recognized for his exceptional dedication to the New York State Victim Hotline Program for
serving as a VINE Coordinator for the Columbia County Sheriff’s Office since this victim service began in March of 2002.
It was also noted that over the years, Lieutenant Lanphear has demonstrated an extraordinary commitment to
maintaining the VINE Program and has been most diligent in conducting software and equipment maintenance and
testing to assure that victims in Columbia County have access to the most current offender incarceration information.
Additionally, he has been called upon to assist with integrating and testing the upgrade of the Black Creek Jail
Management System utilized by many jails in New York State with the APPRISS, Inc interface.
At the presentation Sheriff Spike said, “His skill and combined knowledge of Corrections and IT services has made a
significant contribution to the VINE Program not only in Columbia County, but in other Correctional Facilities in the State
of New York.”
Columbia County Sheriff David Harrison, Jr. said Lt Lanphear understands that, “what is equally important to solving
crimes and arresting offenders, is to ensure that the victims of crimes have every available resource, support and
sense of security as they deal with what has happened to them.
It’s always a proud moment when a member of the Columbia County Sheriff’s Office receives statewide
acknowledgement for a good job. He is dedicated and hardworking and certainly deserves this honor.”
Lt Lanphear’s duties include, Assistant Jail Administrator and Director of Information Technology for the Sheriff’s
Office. He also oversees IT services to seven other county departments and has been with the Sheriff’s Office for over
19 years. He resides in Greenport with his wife Rebecca.
The New York State Victim’s Hotline (VINE – Victim Information and Notification Everyday) provides a toll free and
internet based anonymous service available 24 hours in the State of New York. This program provides victims of crime
and concerned citizens’ access to information regarding an offender’s custody status either by automated telephone or
e-mail, 1-888-VINE-4-NY (1-888-846-3469) and www.vinelink.com. The Hotline and website provide the status of any
offender whether sentenced or not, who is housed in any of the New York county jails, State correctional facilities or
other correctional facilities including in the New York City and some other states.
The Hotline receives updated custody information every 15 minutes which means that registered crime victims can
count on being notified of an inmates release within 15 minutes of the time the Hotline receives the update. The VINE
Program is important in providing a way for victims to know that the offender is still incarcerated or to be notified when
the offender is released or transferred.
